Dan Stevenson and his wife Lu had lived in Oakland's Eastlake area for 40 years and learnt to live with rampant crime & violation, including muggings, assaults and drug-dealing. dumping, graffiti, drug dealing, prostitution, robberies, aggravated assault and burglaries.

But Dan's capacity for tolerance expired when people began using a traffic divider with a space in the middle - visible from his home about 500ft away - as a 'garbage dump' for illegal dumping.

To deter criminals and litterers, the pair bought a small Buddha statue from ACE Hardware and fixed it to a concrete slab on the divider in 2009.

Dan Stevenson attached the statue to the median using epoxy and rebar to deter theft of the figure.

Though not a Buddhist, Stevenson stated that he believed Buddha to be a neutral and uncontroversial figure who might cause those considering dumping to think twice.

The dumpings slowed.
But then after about a year, other items started to show up.
Stevenson noticed that the figure had been painted a soft white.

Flowers, oranges and small coins would appear and disappear. It perplexed Stevenson because he never saw anyone bringing or removing the stuff.

Since 2012, the area’s residents have been leaving small offerings at the base of the Buddha. Women in prayer robes would gather a

Vina Vo
Vina Vo was 17 years old in 1975. Vo’s family lived through the Vietnam War. Her grandmother suggested that she should leave the Vietnam.
In 1982, Vina, her husband and brother got on a small boat that held 34 people. During a storm, they nearly capsized, but were rescued by Chinese people, and they received sponsorship from a family in Kentucky later.
They hopscotched around until arriving in Oakland.

In 2010, someone at the Vietnamese church told Vina about the 11th Avenue Buddha.
“Maybe you could come take care of it,” he suggested to Vo. “Take care of that space and clean up the thing and maybe provide a canopy for the Buddha.”
She started doing just that and friends and family helped.
Local Vietnamese residents became aware of the statue, and decided to convert it into a Buddhist shrine.

The Buddha’s face got an upgrade with a paint job that left his hair black and garments gold.
People added gold-draped clothing, placed it on a 'rock pedestal'.

It’s an elaborate structure ,and there are now three huts, decked out with flags, flowers and wall hangings.

A title plaque was added below the roof of the shrine, reading "Pháp Duyên Tự".

Residents stopped dumping rubbish, graffiti stopped entirely, and drug dealing in the area plummeted. Even the area’s prostitutes took their business elsewhere.
82%。And it wasn’t until SFGate journalist Chip Johnson asked police for the block’s crime statistics that the astounding effect of the statue was known: crime had dropped by 82 per cent.

And the Buddha has withstood two attempts to remove him from his spot.
An attempt at theft was made shortly after the figure was installed, but the reinforced mounting resulted in the would-be thief being unable to remove the statue.
In 2012, after a resident's complaint, the city's Public Works Department tried to remove the statue but received such passionate blowback from neighbors that city officials decided to table and "study" the issue.
Two years later, the administrative effort is long forgotten, and Buddha is still there.
The Buddha still stands today in 2023.
A local resident said that all kinds of people from different walks of life come to the statue to worship.
On weekends, the worshipers include more than a dozen people: black folks, white folks, all folks, said Andy Blackwood, a neighborhood resident. Two weeks ago, a group of German tourists visited the shrine.
It’s bringing people together, and not just the Vietnamese community.
